				Foreign Luxuries...
			 
			
			There is a historical precedent that people pay extra for foreign goods.  Think of gold, spice, and silk in Europe- all were imported, and valued because they were relatively rare.  The relative novelty of foreign goods, then, should drive up prices and make citizens happier.
 How about giving a +1 happy face/luxury bonus for foreign luxuries?  This would represent a predilection for foreign wares.  It would also tone down warmongering, and encourage trading...
