I think that even know u can contact and trade techs B4 u actually meet the other factions in a hotseat game, u can't call the council until u've actually encountered their units or bases on the map. Not certain if it's they same for PBEM or not, but fairly certain it applies for hotseat. So I guess u would each have to move units in sight(1-2 squares of each of the other factions), and this might take awhile depending on map size. My guess is that game designers didn't want such an early calling of the council for game balance, but trading techs...maps and such from so early is sorta unbalancing as well. Not really sure any other way to get around it and actually call the council without actually meeting everyone on the map. Also I don't think giving say Yang's com to Lal when u haven't actually met Lal, but just can contact cuz of hotseat counts.
