Save Game format

Does anyone know of an existing tool that deciphers the Civ II save game format?

I would like to write a tool that outputs information on research that is inacessible via standard reports (detailed output of what knowledge you have that the other civs do not - currently it only highlights knowledge that only your civ has).

Documentation on the format would be good enough if anyone had that. Any help is appreciated.

If someone can tell me there is a better existing way to get at the information I'm looking for, please tell me!
