I'm not sure, but I think the governor settings on the civilizations tab in the editor might also have some influence on that.

There's a civ specific aggressivity level in the civ3mod.bic (editor). Germany is at 5, France at 1 etc. Also, the build preferences (also in the editor) matters. For instance, if a civ builds many offensive units, it's more likely to use them. According to Firaxis, there are other settings, making some kind of personality, but nobody has found those settings yet. This concerns reliability in pacts, trading skills and others.

To go totally OT, wouldn't it be great if, in the end, all of the civs didn't behave so similarly?
