Ok, here's the 490BC save, the turn before I built the FP and two turns before the jump. I build the FP next turn, and I pop-rushed something to cut the city down in size. As you can see, all I have are a few temples and harbours in size 2 cities, whilst the new capital is size 6 with a temple. I thought the jump would be risky, but it worked OK.

I tried my palace jump in a different game, close to 0 AD. It may have been too late, as the size-3 city which inadvertently got the palace had both a palace and the FP (!), while the intended size-6 had a temple, max.
So improvements are a factor as well?
And pretty wild about the dual palaces, hmm?

Were all the people in the size 6 town your own citizens? I think I've read elsewhere that foreign nationals (which would presumably include foreign workers added to a city, by the way) don't count.

Yes, foreign citizens aren't counted, first time I tried a palace jump I myself added several foreign workers, managed to get the palace to jump to the FP city. Had to use a great leader to shift the palace in the end, but a terrible waste of production.

That's exactly what i did wrong, guys - padded the captured city to a size 6 with captured foreign workers. A bit TOO efficient, I guess. I now feel confident enough to try it again.

June Tourney Preliminary Results
Unless I missed someone, we have a total of seven submissions. Two of those, from Txurce and DrFell, did not include a score, and Txurce’s game had the added complication that his save was several turns before the win. Could you two please supply your scores, assuming you have the information available?
By the way, can anyone tell me what file contains the Hall of Fame? If I do some checking to verify the results posted and/or watch the replays and/or get scores when they aren’t supplied, I want to slide my HOF file aside, do the checking, and then move the original file back into position so the “victories” from other people’s games don’t corrupt my HOF.

The HOF is in the civ3 directory in a file named 'HighScores.cv3'.
It is a plain text file and can be edited with notepad or the like. I always add the year of victory to the leader name for my own reference. The other fields are coded.

My score was 3737, Nathan. My "HS.cv3" actually takes me to the regular HOF, not a text file, but fortunately this game eked in at #10, and it's a diplomatic win with Egypt. I didn't realize you'd want this info - I'll be more careful next time.
