If you want borders to expand, then make buildings provide culture. Hell, you could make the Barracks provide 100 culture per turn if you want.

Culture flipping can be annoying, but if you take the correct precautions, then it's not an issue. Having more culture than your AI enemies isn't too hard anyways. Though I won't say that I haven't quit a few games banging my head on the keyboard after my largest city will 20 military units flipped over to the Chinese.

Mike said that the new editor will be much more powerful.

Keep one thing in mind. It's their game, which was created from their vision. Don't expect it to fit within your opinion of a perfect game.

By playing with the numbers in the editor you can make borders expand as fast as you want and make culture flips harder.
