ministers divide up jobs,
Minister of WAR (or defense depending on our mood)
makes the plans for all the attacks. he handles which cities to attack, which battles to engage in, etc.
Minister of Science
he chooses what research path we go down. he decides what we need most (usually through a poll).
Foriegn Minister
he makes treaties, etc. it's going to suck a lot with no intelligence screens ::COUGH COUGH::
etc... etc...
