We also could need some sort of minister/department to mannage our workers. (Needless to say this position need to be someone cooperating with the Defense minister, the trade minister and the city planner)

I run for environment minister.
Didn't we decide Imperial expansion did the city placement, City Planner managed all the cities. That would be a lot easier to control.

I think a Minister for it is the bwest as sometimes improvements are needed away from the cities. (Road to other civ/fortresses at the front)

essentially, the people serve as the senate.
it's more like a ancient greek direct democracy, where all the people vote on a particular decision.

Our city planner should only manage city's and workers, the minister of imperial expansion advises the president on city placement.
A seperate public works minister isnt necessary as this can/should be done by the city planner.

should we create a Public works minister? or should the city planner manage the cities whiel imperial expansion PLACES them?

Well, workers are needed for so mush. You can use them to build fortresses, and then it's for the military, you can build roads, then it's for trade, military and cities
you can improve the cities, then it's just for cities.
I think that a specific minister is needed for it.
The Public Works Minmister should be in charge of all workers, and assign them to different projects. He should also be the one deciding what to do with slave workers, and how many workers are needed to do things.
The ministers that need improvements done should contact him on the matters, and he should make a timeplan for the project, distryubuting his workers to the projects going on.
This position is needed to keep a balance between which ministers that can use the workers. As each minister will look for the good of their position a minister is needed to balance the workers for the good of our empire.
