Yes, it decides the results in advance so that if you reload you will get the exact same results.

That would work against us in this game though. Should the game crash while shoever is playing (The President) is playing, then he'll know exactly what happens if he takes the same course. That means, if something bad happens, he can do something else and prevent it from happening. Why would we want this?

I would say that the president should make the exact same moves if there is crash, regardless of what the results were. If we can't trust the president to do that, how can we trust that he won't just reload when things go bad?

Most of the options could go either way and it wouldnt bug me. However, Cultural Victory and Diplomatic Victory can end things early, and frequently will... We can leave the military victory conditions up, but they probably wont happen just because it's very very difficult to do either one with the conditions we're going to have set up.
