Why couldn't I annex Rome?
Hi everyone. Sorry if this is a dumb question, but I checked the manual and didn't find anything, so I thought I'd try here. So here it goes:
It's 1508. I'm Spain. I have a military alliance with the English, who had previously conquered and annexed the last two provinces of the Papal States. At this point, the 'Rome' province rebels, and reverts to its original nationality, with diplomatic relations and everything. England asks me to either declare war on the Papal States, or renounce our alliance. I choose to honor our alliance, and quickly ship Spain's homeland army over and conquer Rome. I offer peace, don't get the option to annex Rome. As far as I know, they did not control any other provences, and aren't a major power in the grand campaign game.
While I'm at it, I'd also be interested in people's opinions on whether I _should_ honor my alliance with England, or try to militarily annex Rome as opposed to diplomacy. Thanks.

I just realized, it might help if I say this is EU, not EU2. Can anyone give me an idea of how different the sequil is? From looking at the box it looks pretty similar, but I haven't gotten around to really researching it. Thanks again.

U have to be the alliance leader to annex.

oops. Well, now I know. It's only my 3rd full game, and I guess I've always been the alliance leader until now.
