What is ICS?
Please forgive my ignorance, but some of these acronyms escape me.
OCC - One City Challange
ICS -???

My preference for ICS is "Infinite City Sleaze". And boy, does it work.

For a classic example of ICS in action look at the Apolyton Succession Game on http://www.stusdomain.org.uk/Succession/ and look at the world immediately before and after DaveV's last turn - we left 40 cities - ten turns later DaveV left 113!!! - a sight, beautiful to behold!
Its not everyone's cup of tea - but it sure as hell works!

I thought it had something to do with expansion, and since posting I found your (SG's) entry in 'The Great Library' which explained all.
I was reading Succession 1 and can't wait for my turn in the AKC.
