Well I don't know just what we do with this game, but I think the first thing to do would be to post on all your PBEM threads what happened here. I'm sure there are many players who are as strict on the issue as conmcb25 is, and it'd be unfair to hide this from them. Let the players in each game make their own decisions.

I am not a dishonest player.
Anyway, I replayed my turn. I manged to capture Athens in the first try with a veteran Steam Warhip. I bombarded Beirut with a regular Steam Warship and finished the native rifles unit with a veteran Warship. But then I realized that I forgot to carry with me a unit to capture the city. I started over again and even this time I managed to capture Athens in the first try. I didn't even bother to test my luck on Beirut this time, but I have lined up two warships for a new try next turn (one veteran and one regular).
* Civil war in Athens, British influence suspected.
* World trade continues. The revenues has been used to rush build constructions all over our mighy empire.

Could you possibly post a copy of your rules file? Maybe that's the source of the problem altogether. There's no way in hell Athens was emptied in the first try twice in a row, so maybe your rules file is screwed up.

I'm not the only one who thinks it isn't possible; anyone who plays that test file can see the odds are about 1 in 70. The odds of getting it twice in a row are therefore about 1 in 490. That doesn't necessarily mean you cheated. In fact I'm sure you didn't cheat, because had you done so you wouldn't have reported that you got it twice in a row and aroused suspicion.
That being said, what I'm actually worried about is that either something is wrong with your scenario files or with your Civ2 in general.

I know it should be very hard, that's why I got so shocked when I managed to do it twice in a row. Still the odds are there, though they are very marginal.

With all this disbelieving going around you should have tried harder NOT to get Athens in one go. You should have blasted ships left and right if you emptied Athens, against other pointless targets. If solely to preserve your credibility.
