France is trying to undermine the United States through its attempt to take an area for itself that the United States claimed for itself and was moving to take. Furthermore, Germany supported the American claim for the duration of the war against Britain before switching sides. The United States will not forget Germany's act and after careful deliberations, it has decided to try and using some greater means to convince the French to go elsewhere for their expansion.

Foreign Affairs Ministry Statement on Franco-American Dispute
Russian diplomats have meticulously gone through the diplomatic corps' Orange Book of foreign ministry communications dating back to just prior to the recent Anglo-Continental War. It seems that while France did agree not to seek cities in Latin America, there was no consensus over whether the United States or France would have control in Abbysinia or Somalia. From the Russian perspective, there is no need for drastic actions like the Americans have just taken, this can probably easily be solved, and there are multiple ways to do so:
There is my earlier idea that claims would last one year from when they are stated.
There's Darius's proposal to see who gets where first.
And there's the possibility for compromise.
Personally, the Foreign Affairs Ministry feels that compromise is the best solution for both parties and offers the following to open up discussion between America and France:
Allow France to take Addis Abeba since it is so near in proximity to Djibouti, and let America take Mogadishu. From this starting point, a mutually acceptable conclusion should be reachable.
Also, the ministry has noted that Baghdad is still occupied by Britain, contrary to her obligations to Germany. We are unaware if anything was being worked out between the powers, we just thought it woudn't hurt to be brought up.
France, your ambassador wouldn't sign an alliance, I traded techs with you though, I hope you don't mind. Try signing an alliance on your turn, and set your attitude to Worshipful.
