It was all out in the open, and it's only a couple pages back if you wanted to look, but I'll give you a brief rundown, and someone can correct me if I'm wrong.
You have to give Germany Baghdad and allow him to take Kuwait, in return he'll help you build a railway from the Mideast to India. You also owe France and Russia 500 gold each, I believe, and promised to empty out Kabul for Russia to take. I think that's it.

I loaded the save you posted, and it doesn't look like you forgot to press ctrl-n.
Still if there was a problem you should have mentioned it sooner. The rest of us took at TOTAL of nine days to go through our turns and get back to yours. It's now been 11 days since Darius posted his turn and we're just now hearing from you...
