We're using the released version you have; the only game using a different version is the playtest thread here.
France, Russia, and Germany have formed an alliance block, and I think the others made a counteralliance but I don't remember. There haven't been any wars and there aren't really any hard feelings anywhere either.

Earlier in the month, Premier Kurkov announced all Russian cities will have Banks and Schools by 1872. Kurkov said that this goal will be funded by large amounts of capital expected to come in as Russian manufactured goods reach all corners of the globe. In a somewhat related story, Russian oil barons lamented the lack of demand anywhere in the world for oil, and wondered what Russia is supposed to do with all these oil freights that have been wandering aimlessly for months.
As a new era of peace dawned in Europe, analysts have wondered aloud about all the eastward movement of troops in Russia. Officials haven't offered a viable explanation, using everything from the "routine exercises" excuse to claiming that they're actively testing new extensions in the Trans-Siberian Railway. Most analysts agree however, that something's afoot in Central Asia.
In much the same spirit that she unblocked access to her own Black Sea, Russia asks Britain to unblock Russian access to its own Baltic ports. Goods will be launched toward Britain as soon as this our territorial waters are unblocked.

Britain did not to intend to block those waters, only to trade more with Russia. The ships will be withdrawn.

France, despite going through governmental struggles, continues it's worldwide campaigns. Two african tribal capitals have been captured. Our sieges on Bangkok and Timbuktu have begun, and trade goods heading to New Orleans, New York, Mexico City and Karachi have nearly arrived.
