Scenario Problems
I am having trouble implementing certain things in my Civ II Scenario and need some clarification.
Barbarians.
I have several Barbarian cities whose principal purpose was to churn out endless legions to represent Nomadic inroads from the Steppe.
They are on a special terrain square which gives them 40+ production points, and units only cost 10 shields.
Nomad
Move 3
Attack 5
Def 3
Fp 3
Hp 2
They cities do NOTHING. They just sit there, no units, nothing.
So why? Could it have something to do with the Barbarian settings?
Second Question.
I made sure each civ, out of myriad of units they have access to, have one standard defensive unit (in fact, the ONLY defensive unit) I avoided the Musketeer slot, yet all they do is build godammed settlers. How do I stop this (besides removing their ability to build settlers).
Any answers would be most appreciated

1. Units from a barbarian city, I find, tend to stay in the city. You would be better off using "createunit" events.
2. I assume that you have set the roles of the different units correctly, right? That's the only thing I can think of right now. Possibly (I'm not sure about the AI) your map has a lot of empty space, and this makes them want to build settlers to fill it up.

I have tried to fix this problem with the English Civ in a scenario (not one I made) called The Long XIX Century. I have never been succesful and have given up  sorry.

The only thing that comes to mind . . .
is the role of the barbarian units. Is the role set on "attack?"
You could try making the settler units more expensive.

Do the settlers have a military capacity as well? (ie can they attack other units). When given the opportunity, the AI likes nothing more then to churn out attack engineers
