When I took over No Decorum was making Colossus, and I had not the wherewithal to change it.
As to military value: trade arrows can be arranged to supply combinations of science beakers and gold, either of which can be highly useful for kicking of butts.

350bc, we discover Construction, Egyptians get banking, we might trade for it later ... Medecine from hut.
325bc, russians developp IronWorking.
300-275bc, nothing happens.
250bc No Decorum completes a marketplace, and starts optimiscally an aqueduct.
225bc, North Star founded, north of Port Remote. Both towns are so far away from the rest that it’s like starting a new civ. It’s just for the fun, a mad decision, as the founding of this new city provokes unrest in 3 cities, No Decorum included.
200-125bc, nothing significant. Unrest stopped with 10% luxury.

The Reign of the Wild Schemes
Rabid Rex was not happy. He needed Flowers now and all his predecessors had left him was religion tomorrow. He conceived a Wild Scheme:
1) Build a Cathedral in every city of the Realm, so that the people might be happy.
2) Import flowers.
So the command went out to the Mrs. Mongol's People - the realm shall tear itself in twain - those to the North shall build Caravans that our capital might erect a mighty edifice so as to achieve Wild Scheme (1). Meanwhile, those to the South shall prepare the greatest Invasion Force the World has ever seen, this shall consist of no less than 6 vet Crooks and 2 vet Phallanges and they shall be borne by new vessels that we shall name Caravels and they shall expedite WS(2) - or they shall not return.
Rabid Rex loudly cursed the incompetence of his forebears, building Statues and researching Useless Technologies - who cares about the Stars when Flowers are in sight - if you want a large ugly statue - why can't it have a nice light at the top to guide our mighty vessels? How can a healthy sleaze be performed with the people unhappy?
The bean counters objected strongly interjecting comments about technological advantage and enlightenment influencing the world. Rabid Rex would have none of this - "Give me Ships, give me vet Troops, give me BLOOD!" - and he had them burned - after removing their eyelids so that their last view was of a very large, very ugly statue of a man with a wart on his nose.
-125 = Adjust production in accord with the Wild Scheme, Barracks construction commenced (  for the second time  ) in Oil Well some 1875 years after it was first mooted.
-100 = Goldilocks produces caravan - until a settler can get here to irrigate it can never grow beyond size 1 - maybe we'll discover Refrigeration first; Unhappy citizens of NPV starve so as to allow maximum production from their city - note to self, "Send the city Priest a congratulatory note on his oratory powers."; CashFlow builds caravan and maxes production at the cost of food deficit;

0001 = Useless Tech 23 (some call this Astronomy) discovered Scribes set to invent Caravels; Moscow is now size 5 - but still unwalled  ; Oil Well completes Barracks;

Babylonians offer 150g for alliance against Egyptians - irresistable!
0060 = Barracks in Lake Ferry; Settler joins No Decorum now 6  ; Our navy - a single trireme - patrolling off the South coast of our nation, sights a potential location for the Sticky Mouse Institute, but as they are sending this news a white trireme loaded with Russian Invaders is also sighted. Their Shaman consulted his bones and, finding the auspices favourable - and the alternatives painful - our gallant sailors launched an assault - successfully. Two Russian units sent to the bottom. However, tragically, our vessel had no more movement left and (because our predecessors had discovered Useless Techs) sank within far sight of Sticky Mouse Island. The Nation Mourns those brave men and women who shall serve as an inspiration to the members of our soon to be Invasion Fleet!
0080 = South Whales builds Barracks - why is this city not on the coast? No Decorum builds Silk Caravan and there is much activity around the Temples and Shrines as the Shamans, Priests and Haruspexes grow excited ...
0100 = New Settlers leave Port Remote; Wild Scheme (1) - Michelangelo's Chapel is raised in No Decorum; Rodent Rex smiles; Celebration requires 30% to start; Wild Scheme (2) starts The First Guards of the Faith (Git's Fist) emerge from Oil Well where their support troops start training; 66g from No Decorum - Spamarkand trade route;
0120 = Celebration in No Decorum @ 20%; Tickling now concentrated upon our Southern cities developing the Hammer of The Faith; Rabid Rex retires far happier than he acceded.

Comrade Git[1]...So sorry about your blessed barracks...but when I came to power there were three such buildings in the empire and I didn't see any point in watching our gold dwindle over centuries of maintenance costs. I'm sure a High Priest who loves to wallow in Fundy tithes will understand such matters.

Preparations continue…
Mike's frees up all those Horsemen to attack the viscious black areas on the Mongol map. Oil Well Horsemen gladly trade in their saddles to become part of the First Mongol Legion. Since Goldilocks can't possibly grow enough to make use of those wonderful trade specials she is reset to produce Settlers.
North Star produces Settlers and changes to Trireme. Lake Ferry and South Whales produce Crusaders. Meawhile, Horsemen roving east of M-Fish find mercenary Crusaders. Barbs appear just as other Horsemen find an Adv. Tribe. For one turn Quinsay joins our glorious Kingdom, only to be sacked by barb Charioteers despite the brave defense of venerable Horsemen. The barb leader becomes separated, and the remaining Horsemen give chase.
Goldilocks' Settlers found Three Bears. Short Settlers found Cut. M-Fish, Short, and Cut are producing Triremes, which may need to be tickled. I've set NPV to Dip, in case we need one. We shall need half as many Triremes as land units, so S-Whales should be set to Trireme after the next Cruc.
