one person , maybe out-side the government , just to put some rivers in or to see if this and that resource is there , and so on , ...
the person would not reveal anything , therefore it would not have an effect on the game what so ever ,...

there was already an overwhelming majority against any sort of mod in the poll (sorry i don't have a link)
