Skywalker you can download the zip up above, its called zippityzipzip.zip
There's not MUCH significance in the placement of the stars, but I did make sure that I did kind of placed them in a way that they fit well with the job position.
and i'm going to redo them right now

By the way Sn00py, the ones you made are 100x100, but the limit is 80x80. Not sure if you knew/cared, but I just thought I would point that out.

Ok I am just going thru and resizing it and removing the black bg. I kind of knew it was too big and I kind of didn't, I just didn't know what size it was exactly.
For Civ2, I am going to make the blue, red.

Sn00py ,  , is a number needed on the citizens seal , .....  , maybe the best is without , .....
 , the seal's for the government are great , but with the black gone , it does not stick-out that good anymore , please bring it back , the contrast was great for people who are getting a day older (  ) , and it looked real sharp , ....

dunno, just some ppl seemed to want their number, I wanted to keep some consistency, which is why I took the black off the bg, coz Trip took it out of his - it's what I was gonna do before I uploaded them, but I also thought the black made it stand out, just that it looks strange having a square background.
