I'm trying to figure out if there is any point in allowing a city to grow beyond what is needed to cultivate the spaces in its radius. Spcialists don't seem to do a whole lot, actually I can't tell if they do much of anything at all, and people are unhappy all the time with to many people. Yes, I know you can assign entertainers to fix that, but whenever I click on the center of the city to optimize production (such as after cleaning up pollution) it always puts the extra guys on different things and it's a pain in the ass to set them back by hand (and no, I can't put the production back by hand, I've been clicking the city center for to long to go back now).

Comments, ideas?

P.S. Sometimes when growth comes to a standstill there is one extra food that makes the city grow slowly, but when it does there's no enough food so they starve. The only way I've found to stabalize this is to turn one irrigated square to road, has anybody found a better way?

Check the settings for your governor. If you let him manage citizen moods and production, he will always take such decisions out of your hand.

I hate the 'governors'. I've had the same problem. Lucilla's right about how to fix it.
