Ok this is probaly gonna sound real dumb, but how do you view all 15 other vivs in a 16 civ game? I can only see 8 leader heads at the forign advisory screen how do you access the others?

Two ways:

1) Use F2 instead.

2) In the F4 screen, hold down Shift, and right-click on a head... this will give you a list of the non-shown civs. Pick one, and it replaces the previous civ.
