When should Apolytonia declare war?

Ok, I don't really care if this is to be official or unofficial.
I don't know if this poll follows amended guidelines(gotta repeat my law studies once more), but what the heck... It could prove useful in stratgic planning.
There has been talks of a war for expansion. Which civ will be the first victim I do not know. (that's another poll)
The question is at which stage war should be declared.
Initiated: 4. July 2002
Expiration: in 5 days.
Alternatives:
-> Strike now, with only a handful of warriors. (1 to 10 turns)
-> Strike early, after some military buildup. (10 to 20 turns)
-> Strike in a while, after some planning and when military equal (more turns?)
-> Strike late, when outnumbering them and technological superior. (in many many turns?)
NB: Chancellors and Ministers, can you sign "official" on this paper?

I have to be concise when going over 30 new threads with about 15 replies each. 
I seriously doubt us finding any iron nearby, so that makes a long-term assault doomed to failure. Warrior rush at this point would be utterly smashed. We need Archers, and lots of them. Therefore, I call for an Archer rush. An initial assualt wave can be completed in about 25 turns. That's how I came to my opinion.
