Cancelling the RoP: go to the Foreign Advisor screen and click the leader you wish to cancel the RoP with. "Propose a deal", then select "Active" (mid-bottom of the screen) and click the RoP - that will remove it from the screen. Then confirm the new agreement. As far as I know, you can't cancel it earlier than 20 turns after you sign it (the RoP item is greyed out and not selectable).
Spying: use the miniature button labelled "E" on the right side of the status window (lower right corner of the screen), or double click the capitol of the civ you want to spy upon. Remember, that planting spies is possible only after building the Intelligence Agency small wonder. However, certain basic intelligence missions are available as soon as you establish an embassy with a rival civ.
