Great Library, technologues, etc...
I know rthat one strategy is to build the GL and then knock your science down to 0. This begs the question: if you have no scientists to understand these new technologies, how could you get your people to understand how they work? I think there should be a limit of how low you can go (20% maybe?) in order for the Great Library to work. For that matter, if you are American and have just gotten a tech from the french and the russians it is assumed that this information is instantaneously translated into English. I'm reality geekin i know, but still...
I do think there should be aa worldwide web small wonder---possibly to act as a mini "great library" and intellegence agency.

Science set to 0% doesn't mean you have no scientists, it means they have no funding. Build them a GL, they will have lots of free time to read all the latest publications of scientific advancement overseas. Result: They learn the new techs, and you get rich.

you know what IS stupid about the GL wonder? After you build it, you STILL have to build a regular library in the same city. That's whack.

Not if you make a library as a requirement to build it in the first place. That makes more sense to me at least.

Anyways I made at least two libraries a requirement for the GL.

This reminds me of the "issue" about gifting/trading units (hopefully in upcoming Civ*). Remember, when Russia sell a MiG-27 to Sri Lanka they continue to support the aircraft with spare parts and even send their own technicians for the most demanding maintanence. This type of tech transfer is implied in Civ3.
If a civ aquires the flight tech they may still need help. But there are always mercenaries to fly the planes and expat maintanence workers to service the aircraft.
Knowledge is fluid, all you need is money. For about $1 billion US FARC (the Columbian rebels) could have a squadron of about 22 F-16s flown by mercenaries and maintained by workers from the US - assuming they could get an export license .
