Since you want "postmodern" techs, how about "deconstruction"? Proposed effect: rival civs produce less culture...

How about the civ that discovers and embraces "deconstructionism" produces less culture and increases unhappiness among its citizens?

how about renewable fuels. if built/discovered your civ can build and run your tanks out of hemp and no longer need to chase oil all around the map. and it would give any civ lasting that long a way of competing without oil.

I'd be more concerned about getting the game to be compelling to play in the Modern age rather than focusing on Future techs...

making the modern age more interesting isn't that difficult. I lowered the cost of the Manhattten Project and ICBMs, added 3 new kinds of cruise missile and added more late-game land and sea units.

There's not only a lack of units in the modern age, but also a lack of city improvements, IMO.
Also, diplomatic and space race victory (if enabled) come too early in that era, so that the discovery of some of the modern age techs hardly ever occurs.

Earlyer militery lasers - Las tanks - Great advance on all infantry and modern armor
Reflective armor - Heavy las tanks - Las tanks with anti laser armor
Advanced lasers - Advanced Las tanks, Laser infantry

Megnetic propultion - Railguns - cant think of somthing for that!
Atomic manipulation - Mass Drivers (Advanced railgun) - Air intakes change Oxygen into other substances, such as lead and explosives for bullets, so aircraft are lighter and can travel further
Advanced Atomic manipulation - Oxygen turned into fuel, but engins cant yet fly forever because of unknown atoms in the fuel!

A small wonder "Religious Revival", would cut current corruption totals in half. Based on the scriptures "Beware when black becomes white and night becomes day", found in Proverbs, and "You are the salt of the earth...", Christ talking to his followers about keeping virtue alive in the world. God-haters need not vent their collective spleens at this idea, just agree or disargree. Hopefully rationally.
