Sounds like you guys want Call to Power II.
I suggest you try it, modded. It is really an experience. IMO, better than Civ III.

excellent ideas in this thread, i really wish firaxis wasn't so against more diplomatic options, because that is one of the areas that civ3 is most lacking IMHO, and the many options discussed here would make the game much much more interesting.
IIRC, SMAC was mostly appreciated because of it's wider variety of diplomatic options, all of which fit the game very well. it's too bad they decided to drop them

yes more options
you know i would love the option to give other civs my extra units... i had a game where i was helping a small england who was stuck between the russians and the zulu very bad situation for them... i was giving them Iron and horses and was afraid to give better tech for fear they would trade it for peace which as we all know can bite you in the arse.... so i would have love to have given them some of my older Knights for free instead of the tech so they could hold off their attackers..

That and the idea of saying to someone "Stop your war against XXX..." in the two differnt was (whip or carrot) like Dunk mentioned earlier in the thread would by very good additions to the diplomacy.
Aside from sending in your troops you can't help an ally very much. Giving him tech can help a little, but I don't feel that even big loads of money helps him the least.
