Well, I just signed up for Citizen Corps. I signed up the for the 'Neighborhood Watch Program' and 'Volunteers in Police Service'. Guess I'm well on my way to becoming a spy.

If the article is true, then Bush is truly paranoid

The primary concerns are:
1 ) Are these 'spies' being paid?
2 ) Do they have any power?

If this system needs to have any use, both 1 and 2 need to be answered 'yes'.
Homewer, 1 would demand massive and massive amounts of money,
and 2 would create a corrupt heaven.

this is a joke... I wouldn't even consider 4% of the population intellegent enough to spy. This article is BS... but with Bush, you never know... Just using quick math... that means 12 million people are going to be spies? If you have classrooms of 30, that means you need 400,000 teachers to teach these 'spies'. Spying is a skill that is learned, you can't just recruit 12 million people and say, "Spy for me"... even Bush must know this.
