Well, I just signed up for Citizen Corps. I signed up the for the 'Neighborhood Watch Program' and 'Volunteers in Police Service'. Guess I'm well on my way to becoming a spy. This is the next best thing to working for the CIA!!! Yipeeeeeeee!

The proposed laws are simply ressurrecting the Summary Offences Act, which was around for decades until the 80's. It has been inspired by ethnically related crime waves of rape and murder. Specifically, gangs of muslim youths have been targetting female, non-muslim teenagers and gang-raping them. Nothing heightens racist fears like hundreds of your teenage girls being subjected to rape and being called whores, presumably for being raped by them. However, great credit must go to the various muslim leaders in Australia who have denounced the rapes. Disturbingly, they have had to explain to the parents of the perpetrators that what their children had done was wrong
These laws certainly do reduce personal liberty, but not nearly to the extent that the proposed citizen spy network the US is considering. The Australian laws do not restict democratic rules of law. The proposed US law does not presume citizens to be innocent until proven guilty, as reports are not to be revealed to accusees. Furthermore, reports are to be kept on file indefinitely. It is undemocratic to place surveillance devices in homes without being notified.
What i want to know is - how is the US spy network any better than the Stasi or Hitler Youth? This is not neighbourhood watch, as your nosey neighbours cannot make accusations to the police about you without you being notified of said accusations. If the article is true, then Bush is truly paranoid

The primary concerns are:
1 ) Are these 'spies' being paid?
2 ) Do they have any power?
If this system needs to have any use, both 1 and 2 need to be answered 'yes'.

Just using quick math... that means 12 million people are going to be spies? If you have classrooms of 30, that means you need 400,000 teachers to teach these 'spies'. Spying is a skill that is learned, you can't just recruit 12 million people and say, "Spy for me"... even Bush must know this.
