If moving a few squares will get me a food tile better than any in my current 21-square radius I will do it. For anything else I'll just send my first settler.

Doesn't Warm and Wet mean more Jungles and Forests?
If so, seeing Rome, and even Greece come out weaker than the industrious civs that you've pitted them against seems to make perfect sense.
At Monarch or above, I think the improvement in the site for your first city would have to be pretty significant to justify the delay in founding the city. I used to move my settler a lot more than I do now - it appears (based on my resulting games) that that one or two turn handicap you give the AI civs is more important than an extra food tile.
