How do i set defensively set units in the editor?

Whenever i add a unit in the editor, it is always set offensively, and the pull down menu to change it to a defensively set unit is always grayed out, so i cannot change it. So does anyone know how i can add defensively set units to the game?

I think to have that menu enabled the unit itself has to have multiple ai strategies flagged.

Edit the rules, and add defensive as an ai strategy to the unit.
