Question: Garrison Value of Armies
What does an army count for when garrisoning a recently conquered city, i.e. when quelling resisters and/or preventing potential culture-flipping?

Example 1: Army containing 3 units.
Is this one (1) unit, three (3) units, or even four (4) units?

Example 2: Army w/o units:
Is this zero (0) or one (1) unit.

And, does this apply when policing (making unhappy citizens content) also?

my experience tells me that the army has the police value of the units it contains:

0 = 0; 1=1; and so forth.

if you put an army with 3 units in a city you will se number of the content citizens to be the same as the number of units in the army, according to the form of government.
