godking: city-governors=mayors. governors are leading provinces, which inlcude some cities. mayors reign one city
the cities in civ i believe represent entire regions, not just cities. I believe governor is just as a correct term as mayor. In my eyes cities are are regions like a unit stands fo an army - that sort of thing. but thats open to interpretation, of course.

I'm hoping everything just stands for things. Like making a university... ok so that's one university for 1.7 million... heheh Also the effect of wonders.. no the building does not radiate further distance for boats or whatever, it represents an entire cultural shift.
The way I like to think of it is a spearman might be thousands, while a tank might be five. What really goes against this way of thinking is how you can 'heal'. Bah.
