Yes, there are: SEDENTARY.
(you can stop laughing now)
And, yes, you can build scouts. You can build transport ships too. Basically whatever appears in the build queue, you're allowed to build.

I don't know how's yours, but my game crashes after 3800BC. I reloaded the autosave, and it crashes again. I replayed from the start, doing the same move, and it crashes .
I'm playing the version with the improved AI.
Now trying the other one.

It crashes whenever you are about to complete your first build. Is that what everyone is seeing?
I think the game can't handle it when there is no basic defensive unit.

The killer crashed for me at 2900BC, after 3 scouts and a Temple for me.... I then went out for a bit.
Do a new map, but: DAMN!!! Got a Settler from the second goody hut!

That's about the same as I intended to build, but mine crashed already in 3800BC. So it was not crashing when the first build was complete.
