What determines amount of diplomats
The following was copied word for word from the Europa Universalis forum and was done so because it might increase players understanding of the game.

Amount of diplomats yearly are determined by:
Religion:
Counter-Reformed-Catholics:
+2
Catholic:
+2
Reformed:
+1
Protestant:
+0.5
All others:
+0
Monarchs diplomatic skill*:
+1 per diplomatic skill point above 6, up to a maximum of +5
At War:
+1
notice!:
You will always recive 1 diplomat yearly no matter how bad your monarch is or what religion you are.
*your domestic slider Plutocracy/Aristocracy gives your monarch -2/+2 to his diplomatic skill, to a max of 11
