A Constitution and Justice System
Our country is developing.... Our country is growing.... And with growth comes corruption and from corruption comes blight. Has a constitution been put on the drafting table? This is a nessicity for order and well being of our citizens and government. Somthing to keep the branches and governmental positions from becoming too powerful and establishing some basic principles to follow? What about a Bill of Rights and amendments to prevent a possible coup de ta and economic upheavel. If our government had one of these disasters could be avoided. For example, in a time of war the head of the military could avoid distress among citizens by following an established draft limit. Instead of sending a large percentage of cities into total shutdown only a couple would with in turn would benifet any current publics work project. What about crimes against the country? Selling certain technology involving weapons of mass destruction could be made illegal as well with sellling military intelligence (world map/ territroy). A justice system would be needed to properly punish crimes such as this and abuses of power. A system of laws would be needed and people would be needed to enforce the written word. Considering the many possibilites, abuses, and threats that could surface something like this could be needed. It would give people an idia of certain repricussions that could result from making a poor or excellent desicion. I would like to get some input from everyone on this. I think I would be able type one up based on what we could come up with and post it as a reference for the government and its citizens.

We have a constitution and a judicial system already (it took much time and many debate to write the whole stuff).
We don't have rules for weapons of mass destruction, and seeling maps, but I don't think there are necessary : maps are now usually put into balance in order to get more gold (the AI knows it already anyways), weapons of mass destruction are very late into the game.

Speaking by practicality and as role playing, I believe that before we can ever make nukes, 2/3rds must agree to allow production.
Additionally every nuclear attack needs to be approved by the citizens before its use.
Anyone else have ideas on this?

A pre-emptive nuclear strike? Good-bye all treaties for the rest of the game. That would certainly need large approval by the populace. And you are suggesting that would _have_ to be decided DURING a turn chat? I shall remind you in the future turn chats will consist of less and less turns.

we have a Code of Laws (COL, aka Constitution) and a Court, but these a primarily for how we conduct ourselves in the C3DG (on these forums, in elections, our government structure, what ministers do, and the rules that direct the DEMOCRACY part of the game). It doesn't cover what we actually do IN THE GAME.
For example, we have no established laws regarding pop-rushing, drafts, minimum treasury requirements, city build queues, etc... we only have polls giving public direction which according to the COL do not need to be obeyed by the ministers (doesn't anyone else think this should be changed so that certain policies based on polls must be followed?). We should have some form of making a secondary set of laws to deal with ingame things as exemplified above.

I think it should be mandatory for the government to obey a poll which deserves to be called offical. Luckily, our officials have enough common sense to follow these polls, even if they legally don't have to.

I sure hope we don't poll on Tanks. But Nukes, I think we should. They change Grassland and Plains squares down to plains and desert respectively, and there are environmental issues to consider as well. Aren't there diplomatic penalties as well?

Yes. HARSH diplomatic penalties. Neutral civs declare war on you from out of the blue. The civ you nuked hates you for all eternity. Polite and, uh, Happy civs become annoyed and furious.
