Technical Diplomacy Question
What if another faction contacts you and asks you for a tech "or else...". How does the president decide what to do? He can't save the game and let Foreign Affairs post a poll, because you can't be sure that faction will contact you again if you replay the turn.

either minimise the game and then post the poll with the game still running, or just make the decision. i guess thats what being the leader is about.

In the Civ3 demo game we have Turnchats. The pres plays the game while in a chat and he consults the various ministers for orders.

make the dicision......but you will have to follow the general course of the minister...if he said in the last meeting we do not want war or we do not give anything away you do it. if everybody thing it is a bad dicision he leader wil probebly not be re-eletecd

Yes, however once the demo game grows and we get further and further into the game, turnchats become a hassle.
But yeah, just minimize and post a poll.

Or we could have a poll in advance, and decide beforehand what to do with different factions, before contact is made. So that we would have a general guideline of procedure that the Commissioner would follow, instead of having polls for every single situation. If we have a discussion with another faction that has over three tech trades, if we poll each one it'll take aeons to finish the talks.

I disagree. They're a right pain in the ass, especially for those of us who aren't in the US.
This could easily be solved by the foreign minister holding a poll beforehand, on what to do if this arises.
OR
Having a poll beforehand on our attitudes towards each faction (e.g. appease them at all costs, wipe the floor with them, get tough with them, etc.)

But without them (turnchats), you cant make up for a situation you didnt predict. What if he cant save? he isn't going to leave it on forever. If they were doing a turnchat, he could simply ask.
But....whatevers most efficent works for me

The relevant minister could give the commissioner general advice, such as "Give nothing to Miriam" or "Give technology only on alternate Tuesdays after 9:00" and he can follow that as best he can.

A combination of trunchats and polls would do the trick. Polls can be made before hand on how to handle diplomacy with a faction and the director can set in a chat while the commissioner plays so he'll be ready incase somthing comes up. ??

Hmm. Or Turnchats with the Council. Anyway, I think the game should be minimized and at least the Foreign Affairs minister (if available) be consulted in these situations.

Darkness' Edge - I like the idea of polling beforehand on general strategies for each Faction. Whoever will be first Commish might not have the option of leaving their computer on with SMAC minimized until a poll has had enough results to make a decision.
