Having initially missed M@ni@c's post below, I will now give my thoughts.

Merged together the SE Director has a decent portfolio as valuable as the other directorates:

Production Hurrying (you need to talk to labour unions to get this done, thus social affairs )

I support this idea. This gives the SE director more to do, and resolves the Energy & Industry question. I'd also favor having the SE director conduct polls on energy rates, although this responsibility is constitutionally shared with Science and I believe now Base Production.

Although I prefer the name Director of Industry, I like this idea as well.

I think the Director of Intel has an important, continuous job -- looking at the infiltration reports and keeping an eye on what the other factions are doing. This isn't an issue early in the game, when we'll be intensively exploring, so there is something for that office to do at every stage of the game.
If E&I becomes obsolete later, we can always merge it with Foreign as you have said. However, that's a point to be taken up at that time, in my opinion. Certainly, in the early game, exploration is important enough to warrant its own Director.
