Disable City Bribing?
Is it possible and what file has to be changed?

there's no way to do so that i'm aware of, short of editing out spies and dips from the rules.txt

Isn't it easier just to make a house rule not to bribe cities?
From my very, very limited knowledge of such things, the bribe capacity falls under Role Value #6 in a unit's stats in the rules.txt. It's Role Value #6 that allows a unit to perform diplomat functions, which, I imagine, would have to include bribery. You could try amending that Value and see what happens.

Sure, but the AI doesn't understand me
I posted this here because sometimes we play MP with AIs
Edit: And when I deactive diplos/spies completely I can't steal any technology or estalish any embassy, can I?

I suspect you're right. The bribe option would be packaged with all the other diplo abilities.
I just checked the "Civ 2 Strategy Guide" in a bit of detail on this matter. Basically, you can't create a unit that can't be used against you. So you can't create a diplo exclusively for your use. The AI will have access to it too.
It does, though, give a very interesting tip for creating an Ultimate Combat Unit that the AI won't use against you. Create a unit with all the firepower and defence capability you like. Then assign it a Role factor of #7, which is the Trade capacity. The AI will use it as a trade vehicle. You use it to defend cities and blow away units! The only downside, of course, is that you can't attack a city with the unit. Try that, and it will deliver trade to the city.

correct... though you could create a scenario with an altered rules.txt with a new tech as the prereq for diplos/spies and give it only to the civs that will be controlled by the people. but then you'd have to disable tech from conquest so the ai wouldn't be able to take the tech....
i'd say just let the ai bribe cities, it needs all the help it can get

It gets on my nervs, when the AI bribes a city with 10 Units inside so easy, it's too cheap for them

Play without AIs or play at king level or lower.AI city bribing begins at Emperor level.
