I see that many here are giving you a hard time. Someone, Vel i think, stated that those who boast usually do so to compensate for some deficiency.

Keeping up with civs in deity
What I would like to know is how your supose to keep up with the AI civs in terms of technology in deity. It seems to me that it is impossible to keep up with them early due to their decreased costs and that your best bet is to simply build up a big military and bully them. Is this right, or is there another way to keep technologically equal to the AI in deity?

I've always had my best success by letting the AI do the heavy lifting. In the very early game, if you're fast, you can smash a couple AI's to hobble their their growth and keep yourself in tech. Once you grow your empire a bit, sell luxuries to stay in the game, and join wars of opportunity (basically, join in the inevitable gang bangs that occur), and you'll generally go far.
And, since we've got 1337's in our midst, I figured I needed some translation practice, so I give you an excerpt of the Gettysburg Address....

I am far too elite to be restricted by the boundaries of languages. My abilty to be "elite" comes solely from the skills that I have demonstrated in this thread... I am truly an elite computer hacker if the .SAV files can be proven false... I believe that you are, in fact, envious if you constantly attempt to degrade me.

Admittedly, I'm not "hep" to the 1337 "jive" (or whatever it is the kids are speaking today), but here's my best translation effort:
"I have extremely limited language skills, but by making up my own baffling rules for grammar and spelling, I can easily hide that fact. As I see it, eliteness comes from the fact that I say I have it. By saying that I would have to be a master hacker to have made up the save file, I can hopefully decrease your suspicions that I did in fact make the whole thing up. I have a serious inferiority complex, along with paranoid tendencies, and think you are all trying to prove you are better than I am."

I looked at the save and would be interested to see I-iZ-1337 vs. Theseus.
By the way I-iZ-1337 everyone has seen better games then the one you posted. Now I am not that good at Civ3 but if you are really the best in the world then where is the game that won you the title? If you are going to brag then you should at least post something better than that.

All right, dudes. I present to you the elite hacker's challenges. Tiny maps, Pangea, small landmasses. The elite Romans, on the elite Deity difficulty level, with randomized opponents. Conquer the world as fast as you can (all victory conditions will be allowed, but conquest will be the primary goal). There are no other rules; simply show "us" [don't know who he means by 'us'] your skills. I will compile the maps, as well, and post the .SAV files to prove my ability to be elite. Prove you can win without your elite mortals. [No idea what that sentence means]
I am willing to wager that no one will defeat my elite hacker times. [hacker times?]
You know, it's prossible he's just kidding about all of this. It probably is a DL, making fun of 1337 speak. I don't think that 1337 speak is recognized as intelligent ANYWHERE on the internet anymore, so he's probably just trying to get a rise out of us.
