once we finish researching Ceremonial burial, we can research the following:
Code of Laws (neccesary for Monarchy, courthouse)
Currency (marketplace)
mapmaking(trieme, Lighthouse)
masonry(citywalls, palace, pyramids, great wall)
mysticism(oracle)
polytheism(elephants)
pottery(granary, hanging gardens)
warrior code(archers)
the wheel (chariots)
writing (diplomats, libraries)
I also noticed that the current use of our arrows is not what we had polled it to be My save game shows 10%lux, 40%science and 50%tax! We had overhwhelming agreed that we would not set luxuries above 0% The president needs to adjust this before he begins playing again. discoveries are only coming 1 every 48 turns if the rate is readjusted to 60%science, 40%tax, it is one discovery every 16 turns however we will only break even with one income and one upkeep for the barracks we built.
also, it would help me out a lot if citizens reccommended techs that they consider important down the the line after we research a few more of the early techs. for example, do we head for republic after monarchy, or maybe shoot for getting issac newton's college(theory of gravity) or should me move towards gunpowder, or something completely else. early thought on our long term tech path will greatly help your current, and future, science ministers, thank you.

must head for monarchy, then trade, republic, democracy with stops along the way to pick up techs for happy wonders.
Can the president please explain his reasons for deliberately going against the peoples wishes and setting lux at 10 % and science at a terrible 40 %.

Monarchy has to be our immediate goal. I don't mind becoming a Republic if our cities are structured for it (it has some advantages), but we would really have to make sure we structured our cities for using Republic (and we usually do not).
Mapmaking and trade should be high on our list, also. Early trade and sea-travel have great advantages. But, IIRC, we had agreed not to play the SuperIronclad strategy this time, so we need to avoid focussing on that path.

i believe that we chose continets so that the ironclad strat wouldn't work very well. however the land mass we are on makes me wonder if it would have its place in this game after all

I agree that the landmass structure (when we discover it) has a lot of influence on the course of the game. But I think we want to avoid just duplicating the previous game if it turns out that we have a lot of coasts. We could do a lot with Galleons and Destroyers, too.

Science Report for 1700B.C. : Continue heading for Monarchy, and then if we get that before the next round is up, research writing.
Also, the science/tax/lux rate should be 60/40/0
