Why can't I capture cities anymore?
Just loaded the 1.29f patch and now I am not given the option (once I militarily capture a city) of "raze it" or "install a new governor". I get a message that I have just captured it, I hit the acknowledge button, and . . . . gone!!

Are the cities size 1? If they are size one, are their borders still limited to 8 tiles?
If the answer is yes to both questions, that's "autoraze". Firaxis decided to make it impossible to capture uncultured, size 1 cities; your armies automatically destroy them.

Nope, trevor meant that if you get the option of either razing, or installing a new governor, then you should make sure you choose the proper answer. Is that right, trevor?
As for your question: if you do not get the choice between razing and installing a new governor, then the city you've conquered was a 1-pop, 0-culture one, and it was "autorazed" (a message to this effect appears, telling you that the city was burned to the ground). No way to change it, sorry. This was an adjustment introduced in one of the patches, countering the abused tactics of following AI settlers and seizing their newly founded cities.

I'm fairly certain it is the 1 - 0 rule that is being applied. Thanks. Are there other things I need to know that are different since I installed the patch and where can I access the changes? Don't believe I saw that in the changes noted on the Read Me.

That was changed a in a previous patch. Might have even been the first patch. If you went from the original version to the 1.29f patch there are indeed a lot of changes that aren't in the present readme. For some reason they don't have the previous iterations of the changes in the readme like many programs do. Just the latest. They readme's have always failed to mention all the changes anyway.
