However that doesn't mean we won't appreciate any more suggestions from Mr. Wervdon who can teach us some of what the Phoenaticans have learned.

I was not implying that you're a foreign citizen, rather that you've been to Phoenatica as well.

On the diplomatic side of things: though a sneak attack will have reprecussions, that'll have nothing to do with techs. An AI civ will sell their techs to anyone at all as long as they can meet the price. The only problem a sneak attack would give us is if we're looking to secure alliances in the future. In this scenario, the consequences are pretty bad: an AI civ will *never* forget a perceived betrayal when it considers whether or not to give you a treaty or pact. Now, as to France getting allies: if a civ is looking to declare war on us, they'll use an attack on France as an excuse. If they're pretty much neutral it won't really sway them one way or another, as France will be imploding (sorta) as they attempt to negotiate. Persia, which may already be lusting after our territory, may accept the least reason to declare war, but if such is the case, it will have little to do with the resources of France.

Well, I figured it's better to have a opinion from anybody than no opinions from everybody.
It's good to know that my idea could have been a possibility though, had we been stronger.
edit: misplaced some words, it's better now
