I'm playing a game right now (hotseat mode) where the Allies just finished Manhattan project and changed production in several cities to Nuclear Missiles.
Russia has Rocketry tech and has built many cruise missiles, but for some reason, even though Manhattan is built, Russia can not build nukes yet. Kinda odd.
Anyone ever seen this happen before? I know the wwII scenario has a special flag in the cheat menu, so maybe that affects nuke availability to be more truthful to what happened.
I have played ww2 (the one that goes with the game) many times (especially with smaller civs: La Fayette only winner with the French AFAIK ). Never seen a nuke.
If you wish to see nukes (hundreds of nukes ), you play WW79 in the CiC series (La Fayette recordholder , but it is only due to the fact that Xin Yu didn't finish his game... probably too busy preparing 'civmanager').
I believe that in order to build nukes, a civ must know both Rocketry and Nuclear Fission. And of course, MP must be built by someone.

Sorry, I didn't remember right: there were nukes in ww2, especially from the Russians. I shall give a bump to the thread so that you can read the details.
