They did not say that they need programmers to make the MODs, they said they were
not programmers.
The bigger point was that they are limited in what changes they can make, to parameter changes.
When a company releases a game they release an executable(s) and data files. Many of the data files are easily modified with free tools like the windows text editor, and windows paint program.
Other files may be editable with more powerful but common tools like a spreadsheat or proffessional grade graphics program.
The executable is not directly editable. Simple changes like bypassing copy protection can be implemented using a debbugger, but more complex changes requiring integrated changes in more than one location require that the entire program be reverse engineered and rewritten. Nobody is going to formally do that with MOOII.
Unofficially however, there are many games similar to the MOO series out there that have reverse engineered MOO. Moo itself is based on an earlier game, however I think the MOO developers had access to the source code so they did not have to reverse engineer.
The bottom line is that the response to your request was that you would need access to the source code to make the changes you requested. And that access does not exist.
