Has anyone worked out how treaty authority should work when the other side proposes a treaty and suddenly the commissioner has to make a choice about how to respond? Is the comissioner going to be given standing directions by the foreign affairs directorate on how to react? Just wondering how that will work.

The way we do it in the C3DG is that the Foreign Affairs Minister posts some general directions about stuff such as who to sign certain treaties/deals with, who not to sign certain treaties/deals with, etc. The directions stand until he changes them.
that is the idea in the DGsmac also.
have to put that in the constitution i think.
