if you want a game with multiple FP's , try the DyP mod, it has 4 of them. a Fp , a summer palace, a winter palace and a national constitution. makes playing on huge maps alot more fun. i never liked having 2 core groups of cities and then a bunch of worthless cities.
if that was true in real life most of the USA would be unable to produce anything.

As far as I can eyeball it, and accounting for population density and productivity, we should have:

1. Built the FP in Charleston, WV (it's on a river... bonus!).

2. Moved the Palace to Salt Lake City, UT.

Hawaii and Alaska would be screwed, of course, but Harbors, Marketplaces, Courthouses, and Police Stations can do wonders!

I think that there should be an Industrial age equivalent to the FP. Either that or mae it so being connected to the capitol via road/railroad drastically reduces corruption. IMO, Corruption is the worst part about this game. I had about 25 cities that were basically useless because of supercorruption, even though they had courthouses, police stations, and were connected to the capital with rails. This makes expansions less fun. No matter how much effort you put into improving those cities they are still useless. That shouldn't be.

What itend to do with the Fp is build it close to my capital but towards my first foe. The palace is easily shifted to the centre of conquered territory using a GL. There is a thread on Civ Fanatics about multiple capital shifts. In my experience it's only been worthwhile in huge maps. The beauty of capital shifts is that, provided you are in democracy, a small ongoing investment in happy tax can leave you with a lot of productive cities. WLTKD gives a cumulative anti corruption advantage. So shofting your palace every hundred turns or so and nursing those new "core" cities while they are productive with happy and anti corruption improvements can give a big yield. It's annoying to see half your production disappear when you shift capital, but nowhere near as annoying as having an empire full of unproductive cities. As a historical point the forbidden palace is a chinese thing, located in beijing? Palace is easy shifted with GLs. If you want to shift palace benefits you should aim to build your FP as close to your capital as possible. That's your core. The FP is there to preserve the core of your empire when the King (you) has to shift his court to recently conquered provinces. This is the only way to defeat corruption under democracy. It's a major hassle but it's the only solution. Remember WLTKD has a cumulative benefit, it's easy to get WLTKD near your capital.

I've never seen the AI move their capital (except when I conquer/raze their original one ), however I vaguely recall the AI moving their palace around in Civs 1 and 2. Sometimes they'd do it quite often. Of course, that was most likely due to how close it was to my borders.
