Spys and nuclear devices?
If a city has a SDI defense does it prevent against spies planting nukes?

Nope... There are only two ways to stop a spy from planting a nuke:
1. don't let him near your city.
2. keep a couple spys in your cities to try to catch the spy in the act. And then you only have a chance of success catching him.

Yeah, I think the verdict is still out on whether or not SDI can be sabotaged, but as some of the posts point out, just plant a nuke instead. That sometimes seems too easy and when you've got a couple dozen nukes laying around, you want to use them. Also, I just get too much pleasure out of sabotaging city improvements so taking down an SDI would be a huge bonus.

I've tried several times to plant nukes with my spies but they keep getting captured before they can accomplish their mission. Why does this keep happening to me?

I don’t know if anyone has come up with a study or formula on the rate at which a spy can plant a nuke, but I’m sure vet status has a great deal to do with it. Also, if the targeted city has a spy stationed within it, that makes it that much tougher.
I usually don’t plant nukes, but had a ball doing it in a game last week. I sent 8 spies over to the French mainland and 7 of them succeeded. The French went from world power to almost nothing after a few turns. I can’t remember the last time I had such a terrific success rate when planing nukes. I really don’t know how the success is calculated, though.

Yeah, you just have to keep trying if you want it to work. Either send about ten spies in or just save and load every time you fail. Cheating, I know

It can be frustrating losing lots of spies in this tries.
But it's worth it.
In my first game on King level that was the way I conquered the middle east(Europe map). I planted few devices in each city to make them cheap and then bribed them(I had peace treaty with the "victim").
Over 15 cities in ~30 turns, but I lost dozens of spies...
