I agree... there should be chance (depending on health and status (regular, vet, etc...)) that they will leave the magicly appear in your capital.
Culture flipping is nothing new, I never played Civ2 but I have played a lot of Civ SNES, and because of all the wonders I made, a lot of other cities were switching to me. The problem with that was that they were often too far away to make a difference (corruption).
So Culture flipping in Civ3 is a better way of doing it, the city that flipped is not a world away. But like in CIV SNES, your own cities can flip as well.
