cultural victory under 1.29 speeded up production

is it possible to win cultural victory under the 1.29 patch playing with sped up production?

i love the option, esp. for late bloomer powers, but is this taken into account for cultural victory, since the earlier you start building up culture, the more important it is? i mean is it a viable path?
