Don't give it away. The charm about having a worthless city is not to get something useful out of it, but to deny the site to the AI civs, who could make better use of it. This helps to hold the AIs weaker, while it doesn't hurt us. If they take it by force, so be it, but mostly they won't.
As for Cherbourgh, I would even consider to disband it by building a settler and to rebuild it 1 tile to the south. It would be a port to the Northern Ocean and could become strategically important on the long run. The more, since we are not likely to have a war with Greece soon (at some point we'll have to, or else we will remain without oil and maybe saltpeter).
