Amendment Discussion: Rushing and Upgrading
Amendment. What # are we on?
The Minister of Economy is granted the power to decide all military upgrades and rushes within a city, be they pop rushing, or cash.
The Military Minister will advise the Minister of Economy on which units we wishes for upgrade.
The City Planner will advise the Minister of Economy on what improvements are most in need of rushing.
This can be worded better, but there you have it. Any suggestions on that one.
Someone please word that better. Official wording garbage is not my thing.

I think the citizens should have input if it is pop rushing and starving. After all, it is us they are killing to do these things.

And how would we incorperate that on pop rushing? Just curious. Via a poll could work, I suppose. Perhaps I should just take that out and put under City Planner for Pop rushing?

I agree. If this is not amended we'll continue to have endless arguments about authority and orders.

Pop rushing and starving fall under my jurisdiction (except when in revolt, which is under SMC) and it should stay there. I would hate to have to stop play for a week to say "can we pop rush this defender in this unguarded city so that we do not loose it to the heathens?". If as city planner I feel it best to slaughter hole sale our people for the benifit of our nation, so be it.

OK. I think I am going to redo this a bit. Let's leave out the Pop Rushing and Starvation to get this into the proper perspective. We don't have Pop rushing, and are not all that likely to go to Communism, so that is not an immediate issue. This is an ammendment to the Minister of Economy, so Starvation should not enter into it.
New wording.
The Minister of Economy is hereby granted the authority to upgrade military units. This process should be done while taking the counsel of the Supreme Military Commander into account in determining which units have a higher priority, but the Minister of Economy will distribute the actual funds
The Minister of Economy is hereby granted the authority to rush buildings, production and improvements using cash. The City Planner should advise the Minister of Economy as to which cities would benefit most from the rushing of buildings, production, or improvements, but the Minister of Economy will distribute the actual funds.

I think one thing is for certain: a single person needs to be in charge of (have the final say in) all expenditures. If multiple people have the final authority to spend gold then there will be a motivation to "spend it or lose it" (if you don't spend the cash someone else will). Which is the case with this... so I guess I'm just running my mouth (or hands).
